What is Kobe City-run housing?

City-run housing is provided for families who have housing difficulties. There are various conditions to apply; such as living, working, or earning an income within city limits.

However, because there are a large number of applicants, tenants are selected via lottery. City-run housing accepts applications annually.
Regular applications are accepted in early May and again in early October. Additional applications are also accepted in early August and January. A press release will announce when the application window opens. Application instructions can be picked up at the ward office.

 

Application Conditions

  1. Residence area condition (where you live)
    • Households who live or are employed within Kobe City
    • Households living in Kobe City or the suburbs who were victims of the Great Hanshin-Awaji Earthquake
  2. Household composition conditions
    • “Parent-child” or “couple” centered households of two or more people
    • Person born before April 1, 1956
    • People with disabilities or welfare recipients who live alone
  3. Households that is below a certain monthly income (annual income with deductions subtracted and divided by 12)
  4. Households who have difficulty with their current residence
  5. Applicant or the roommate cannot be a gangster

*The qualifications listed above and the application conditions are necessary to qualify for specific purpose housing.

Types of City-run Housing

There are three types of City-run housing: point system housing, general housing, and specific purpose housing.


*What is point system housing?

Applicants who have difficulty finding housing because of “income or rent,” “residential environment,” “household situation” are all assigned points. Through this method the applicants with the highest cumulative points are selected as tenants.


*What is specific purpose housing?

This is housing that is designated with a preference toward households with children, elderly, or disabled. In addition to the application qualifications for “general housing,” each housing type has specific conditions that need to be met.

*What is general housing?

This is any City-run housing that does not fall under point system or specific purpose housing. For application qualifications, please refer the above list.


Incentives

Candidates who have been unsuccessful multiple times are allotted multiple lottery numbers


In order for candidates who have been unsuccessful multiple times and other priority applicants (Great Hanshin-Awaji Earthquake victims, the elderly, the disabled, single-parent households) to have a better chance of being selected, 1 to 8 lottery numbers are assigned.


*Unsuccessful attempts during the regular application period for “general housing” will be counted as part of the history. Those who are selected or have been put on the waitlist will have their failed attempts reset back to 0.

Lottery Priority Candidates

Those who hold proof of suffering from "total destruction (burning)" or "partial destruction (burning)" and whose homes are demolished or scheduled to be demolished as a result of the Great Hanshin-Awaji Earthquake.
Households where all members are over 65 years of age (including single person households)
Households consisting of a single married couple where one of the members is over 65 years of age (Including households with other residents 65 years or older)
Households which consist of a resident of 65 year of age or older (including married couple where one half of the couple is 65 or older) and children under 18 years of age
Households which include a person with a more than moderate disability (people who are physical disability certificate class 1-4, mental disability certificate class 1/2, Notebook for medical and education care A/B1, disability pension class 1/2)
Single person who is supporting and raising a child of under 20 years of age
Households where the collective age of a married or engaged couple is 70 years or under
Households with 3 or more children under 18 years of age
Households with children under junior high school age
Households with Hansen's disease care facility residents, DV victims, Japanese orphans left behind in China, victims of crimes
