Day Care Centers (Kobe City)

1. Day Care Center Purpose and Roles
・Day care centers receive the permission of guardians to provide childcare for young children in need of such care in accordance with the Child Welfare Law.
・The purpose of day care centers is to provide childcare in on behalf of a child's guardians for children who cannot receive sufficient childcare at home because their guardians are working or hospitalized or for other reasons.

2. Implementation of Day Care
・Children are not unconditionally accepted to day care centers (They must meet conditions of lacking sufficient childcare).
・According to the Child Welfare Law municipal governments are obligated "In cases where (abridged and paraphrased) there is a lack in daycare of an infant, a toddler or a child, a municipal government shall, when the guardian applies, provide daycare to those children in a nursery center".

3. City Day Care Center Conditions

1) Approved Day Care Facilities
Approved day care centers are day care centers which have received approval in accordance with the Child Welfare Law and must fulfill child welfare facility minimum criteria (day care room size, no. of employees, etc.). (List of day nurseriesjapanese only).

2) Unapproved Day Care Facilities
All day care facilities which have not been approved in accordance with the Child Welfare Law are unapproved day care facilities which are often referred to as workplace day care centers, hospital day centers, and baby hotels. If the facility provides care for 6 or more children per day it must submit notification and Kobe city lists information on all unapproved day carex facilities which have submithild based on the submitted items on the websitejapanese only.

Unapproved day care centers do not have the following application conditions, the childcare times and fees different from center to center and application is handled individually by each center.
◎NOTE: Guardians should always conduct a preliminary visit of a day care center before using it and confirm conditions of the facility, children under care at the facility, the caregivers and other details.

4. Approved Day Care Center Childcare Care Times
Generally from 8am to 5:30pm. However, special case childcare and extended childcare is available on a case by case basis (this differs for each individual day care center. Refer to the list of day nurseriesjapanese only).


5. Approved Day Care Center Application Procedures

1) Conditions
Eligible candidates: Young children and infants ranging from 6months of age up until elementary school admission age.
Requirement Conditions:
① The guardian works outside of the home (In principle for over 4 hours during daytime and at least 16 days a month).
② The guardian is employed doing work other than general housekeeping at home.
③ The mother is close to (before or after) the time of childbirth.
④ The guardian is ill or injured, or afflicted with a physical, mental or emotional disability.
⑤ The guardian is providing care for a sick of physically, mentally or emotionally disabled person who lives with them.
⑥ The guardian plans on looking for work in the immediate future.
It is also necessary for the applicant to reside within the city limits (or expecting to live within the city limits in the very near future). "Reside" means that the base and center for the applicant's daily life is within the city and although neither the nationality of the guardian or child has any bearing on application, those on tourist visas or other temporary visitors are generally not considered to "reside" within the city.

* You can contact the Health and Welfare office of the ward you live in for questions and advice, regardless of what day care center for which you wish to apply.

Application period: Applications can be made at anytime after the child is 3 months of age, however applications for April entry are accepted in December of the previous year.
* Admittance is determined based on screening and not a first come, first serve basis.

3) Screening
Due to a situation where a child may not be able to enter a center even if all necessary conditions are met, so screening and selection is carried out based mainly on the guardian's circumstances, with precedence given to those most in need (See the separate "Day Care Center Admittance" sheet).

* However admittance availability information for December through March is not released.
* Recent conditions change from day to day, so contact your nearest Health and Welfare office for more specific information.

4) Preliminary decision
Successful applicants will be notified of screening results either via a "Day Care Center Interview Notification" or by telephone. Thereafter, a preliminary interview will be held at the day care center, and if no problems or issues are found (collective day care is not possible, etc.), admittance will be granted.

6. Day Care Fees
The Child Welfare Law stipulates burdens of expense for guardians as follows, "If a municipal government has paid daycare expenses, the head of such a municipal government may collect said daycare expenses from the referenced person or his/her supporter under duty in the amount to be provided in accordance with the age, etc. of the child pertaining to such Daycare Practice after considering the impact on his/her household finances that will be caused by such collection".
The burden of expense is usually set according to the previous year's income tax as a form of considering the impact on his/her household finances that will be caused by such collection.


7. Temporary Day Care
For admittance to approved day centers, there are work related and other conditions as detailed above, however temporary day care is also provided as follows in order to support home rearing of children. Children from 1 year of age up until school entry age are eligible, and services are provided for times when day care is needed from 8am to 6pm.

1) Conditions
a. Atypical day care: Provided for a limit of up to 3 days for children for whom it is occasionally difficult to provide care at home because of the child's guardian's part time work or vocational school attendance/job training.
b. Emergency day care: Provided for a limit of up to 14 days for children for whom it is temporarily difficult to provide care at home because of the child's guardian becoming ill, giving birth, providing nursing for family members or attending ceremonial functions such as weddings or funerals.
c. Refresh day care: Provided temporarily for a limit of up to 7 days in order to provide guardians relief from mental, emotional and physical burdens resulting from child care.

2) Fees
Atypical Day Care, Emergency Day Care: 2,400 yen per day (free for households protected under the Daily Life Security Law)
Refresh Day Care: 3,600 yen per day

3) Application
Fill out the required items on the "Temporary Day Care Application Form" and submit the form directly to the desired day nursery at least 1 week before the desired day of care (List of day nurseriesjapanese only).


8. Other Operations

1) Baby Homes, Home Day care Centers

These were started as part of the Post Maternity Leave Day Care System of June 1961 and implemented as a system unique to the city of Kobe as home day care businesses for providing day care for very young infants. Day care is provided from 8am to 5pm. These operations have care for a maximum of 3 children (14 for home day care centers) of 7 weeks of age and older who are less than one year old (1 year old – less than 3 years old for home day care centers).

2) Hoiku Mama (Childcare Mammy)

Small-grouped childcare (enrollment limit 9-13 people) is implemented for 1, 2 year-old infants waiting for vacancies for day care centers.

3) Family Support Centers
Family support centers take children to and pick children up from day care centers on behalf of guardians and provide home day care services until guardians return home. There is also a system run as an enterprise of the Kodomomiraizaidan (Children's Future Association) where businesses who have concluded an agreement with the All-Japan Babysitter Association (MHLW Approval: June 1991) issue discount coupons to employees.
In Kobe city, the Family Support Center operations were begun in July of 2001 with calls for cooperating and commission members.

4) Child Care Refresh Stay Operations
This is an operation where guardians who are sick, giving birth, or participating in volunteer activities and want to refresh themselves can have their children taken care of by local child's homes, nurseries and Mother and Child Life Support Facilities. Overnight child care is also available.

5) Regional Child Care Support Centers
Child care nurses provide telephone and in person advice and counseling mainly for guardians who care for children at home (free). The centers also run Child Rearing Classes and Child Rearing Support Circle activities.
